Soucek to meet with Boone leaders

Sen. Dan Soucek of Boone will meet with town of Boone leaders today about his bill that would abolish the town's extraterritorial jurisdiction authority.
An ETJ is a defined area in the county outside of city limits that is subject to a city's zoning regulations, including the type, density and location of land uses. Boone has exercised ETJ authority since 1983.
ETJ residents cannot vote in town elections, do not pay town taxes and do not receive town services, but residents of the ETJ serve on the town's board of adjustment and planning commission.
Soucek, a Republican, filed Senate Bill 865 on May 28, and the legislation has been in the Senate's Committee on State and Local Government since May 29.
A Soucek staff member told the Watauga Democrat that Soucek will meet with Boone Mayor Andy Ball and Boone Town Council members -- who are all Democrats or progressives -- on Wednesday afternoon in Raleigh.
Soucek filed a similar bill two years ago that achieved passage in the Senate but died in a House committee.
